Family Information Service
Torfaen Family Information Service (FIS) provides free impartial information and advice on services and facilities for children, young people and families, including parents-to-be, in Torfaen.
This includes information on Childcare Providers, Out of School / Holiday Clubs, Baby and Toddler Groups, Help towards the Cost of Childcare, Flying Start and lots more.
We can also direct parents/carers to information about other support services or organisations according to individual enquiries.

Flying Start Programme
Flying Start is the Welsh Government’s targeted Early Years programme, available in certain areas, for families with children under 4 years of age.
There are four core elements of the Flying Start Programme, and these have been shown to influence positive outcomes for children and their families. These include:
- Funded, quality, part-time childcare for 2–3-year olds
- An enhanced health visiting service. (0-4 year olds)
- Access to parenting support. (0-4 year olds)
- Support for Speech, Language and Communication development. (0-4 year olds)

Early Years Education Entitlement for 3 and 4 year olds
All children aged 3 and 4 years of age are entitled to a minimum of 10 hours of funded Foundation Learning (Early Years Education Entitlement) per week from the term following their third birthday. This is open to all parents and carers of 3 and 4 year olds in Wales.

The Childcare Offer for Wales
The Welsh Government’s Childcare Offer for Wales means that most working parents of 3 to 4 year olds can now claim funds towards the cost of childcare. This means 30 hours of early education and childcare in Wales for eligible parents.
The 30 hours is made up of a minimum of 10 hours of early education a week and a maximum of 20 hours a week of childcare.
