Torfaen Local Energy Plan

The Welsh Government has set a target for Wales to become net carbon zero by 2050.

Net carbon zero refers to the balance between the amount of greenhouse gases produced and the amount that is removed from the atmosphere. 

Our Local Area Energy Plan sets out the changes that need to be made for energy systems in Torfaen to become net zero and contributes to the council’s Climate and Nature Emergency Action Plan.

The Local Area Energy Plan focuses on five key areas:

Improve energy efficiency of existing buildings

We can help community centres, sport centres, charities and businesses improve the energy efficiency of their buildings.

In 2024, we issued 22 grants totalling £360,000 to help organisations invest in energy efficiency measures, reducing costs and emissions. The projected was funded by the UK Shared Prosperity Fund.

Development of onshore renewables

Identifying the potential for renewable energy production in Torfaen is a key part of developing a net zero energy system.

The Blaenavon World Heritage Centre has been powered by a micro hydro-electric system since 2011.

Solar is the primary source of renewable energy in Torfaen.

We work with Salix Finance to fund the installation of photovoltaic panels – also known as solar panels – on community buildings, like schools and leisure centres. Salix Finance is a publicly funded company that offers interest-free loans to reduce energy costs.

Decarbonise transport

We are investing in new electric vehicle charging points in the borough and developing and promoting active travel routes.

Our active travel team has worked with 15 schools to develop active travel school plans.

The potential of community transport vehicles is also being considered.

Decarbonise industry

We work with small to medium businesses to carry out an energy audit and identify ways of saving energy and reducing costs.

Reinforce and transition energy networks

Work is being done to explore electricity energy storage options to meet future demand. Work is also being carried out assess the gas network capacity to supply hydrogen if required.

Next steps

The plan sets out a short to mid-term action between 2024 to 2030.

Of the 68 actions set out in the plan, 20 are for the council to deliver.

The remainder of the actions are to be lead at a regional or nation level or delivered by Wales and West Utilities or by National Grid Distribution Network.

The plan will become part of the Welsh Government’s National Energy Plan.
