Council buildings emissions

The council owns and operates more than 100 buildings.  

The term decarbonisation  means stopping emissions of carbon dioxide into the atmosphere.  

Our decarbonisation programme focuses on four “Deeds”: 

  • Decarbonisation  
  • Electrification 
  • Efficiency and   
  • Digitalisation   

These four good “Deeds” work in combination to reduce the carbon emissions and overall cost of building operations. 

Since 2019/2020, we’ve reduced carbon emissions from our buildings by 40 per cent.

What are we doing?  

  • We’re investing in improving the efficiency of our buildings, including schools.
  • Energy efficiency measures installed in 23/24 reduced our energy consumption and generated savings of £374,000 on our energy bills.
  • In 2024 we installed Solar PV panels on 15 council buildings.
  • We’ve supported the Torfaen Leisure Trust to reduce their energy bills by investing in £700,000 of energy efficiency measures.
  • In December 2024 Cabinet approved a new programme of energy efficiency works that will reduce our buildings carbon emissions by a further 10 per cent.
