If you have Adobe Acrobat Viewer you can download various Torfaen County Borough Council planning-related application forms, guidance notes and supporting information using the links below.
Due to the authority's compulsory move to the 1APP legislation, only a limited number of consent types are available for download on this page. Should you have further requirements please visit the dedicated Planning Portal 1APP Forms e-Cabinet where additional application types are available for download. This (as of 1 September 2014) will now include applications for Non-material Minor Amendments to the Local Planning Authority.
Please note: These forms are not suitable for electronic submission, they are provided as a replacement for the previous traditional application forms and are to be emailed to planning@torfaen.gov.uk or delivered to Planning and Public Protection, Torfaen County Borough Council, Ty Blaen Torfaen, Panteg Way, New Inn, Pontypool, Torfaen, NP4 0LS.
You can access the Planning Portal's 1APP planning application tool here. For all other information relating to 1APP, including applying for consent and related planning topics, please visit the Planning Portal main site.
Please note that all information entered on the forms, except that relating to informal pre-application discussions (pre-applications), is available for public inspection.
Pre-application Enquiries (advice given)
Our service in respect of processing pre-application enquiries has changed. From 16 March 2016, all local planning authorities across Wales will be required to provide a statutory pre-application service. The relevant legislation for this is The Town and Country Planning (Pre-application Services) (Wales) Regulations 2016. This service will replace the Council’s existing discretionary pre-application service. The service is available to those who are considering making a full or outline planning application or an application under Section 73 of the Town and Country Planning Act 1990 (removal or variation of a planning condition).
To request pre-application advice, you will need to complete the statutory pre-application advice enquiry form detailing information about the proposals and submit the relevant fee. We will not be able to start any work on your enquiry until both have been received.

Assistance with Permitted Development Enquiries
We will no longer offer informal advice on the need for planning permission. Anyone who wishes to check whether planning permission is required for a particular proposal should either:
- Submit an application for a lawful development certificate as to whether planning permission is required for a development or use of land. The advantage of this is that it provides a legal determination that protects the owner. The application forms can be obtained by calling us or by visiting the Planning Portal
- Visit the Welsh Planning Portal website to view the ‘interactive house’
- Download the Welsh Government leaflet, Planning: a guide for householders.

Applications for Planning Permission and other Consents
(including Certificates of Lawfulness and Non-material Minor Amendments)
The Government's Planning Portal website for Wales includes the full range of planning application forms, guidance and supplementary information. The forms can be downloaded or application can be made directly through the Planning Portal.
Upon entering the website, users should select the Welsh site option to view related content including a guide to householder development through an interactive tutorial and also many documents and statements relating to national planning policy.
Notice 1 and Notice 2 are however included for convenience, as they are currently embedded within the application guidance.

All of the above forms and information can also be requested directly from Torfaen County Borough Council by contacting the Planning Services Section. Copies are supplied either in traditional paper format (posted or collected from the Planning Reception, Ty Blaen Torfaen, Panteg Way, New Inn, Pontypool, Torfaen, NP4 0LS) or as a electronic PDF document via email.
In addition, the Welsh Government (WG) produce many additional documents in the form of guidance and advice. These cover a broad range of topics such as Sustainability, Renewable Energy and Inclusive Design.
