Community groups and charities can apply for grants of up to £4,000 to provide drop-in services this winter.
The council's Warm Welcome scheme is offering two grants of up to £2,000 to help organisations provide warm spaces and food.
The warm spaces grant can be used to relaunch a previous warm hub service or set up a new one.
The food support grant can be used to fund existing community food initiatives, or new projects aimed at helping people in food poverty. They can include specialist services aimed at harder-to-reach groups such as food deliveries.
Cllr Fiona Cross, Executive Member for Communities, said: "There will be many people in our communities who will be concerned about paying for their heating and food this winter.
"As we saw last winter, warm hubs provide a safe comfortable space for people who are struggling but they also provide a sense of community and links to services that can provide long-term help.
"Working with organisations who understand the needs of local residents is just one of the many ways we are working to support our communities."
Organisations can apply for one or both of the grants.
Projects must engage the wider community and can involve working in partnership with other groups to maximise resources and prevent duplication of services.
The Warm Welcome scheme is part of the council’s Building Resilient Communities programme and is funded by the Welsh Government.

The deadline to apply for one or both grants is noon on Monday 25 November.
