Special Procedures

From 29 November 2024, new licensing rules are in place for the following special procedures in Wales:

  • Acupuncture (including dry needling)
  • Body piercing (including ear piercing)
  • Electrolysis
  • Tattooing (including semi-permanent makeup and microblading)

A person who performs any of the 4 designated special procedures, must apply for a special procedure licence.  An application must be made to the Local Authority where the procedure will be carried out and the relevant fee paid.  This applies to all individuals who are currently registered to perform such procedures and all new applicants. 

Holders of existing licences

Holders of existing licences will be able to benefit from transitional arrangements for the procedures that they are currently authorised to perform.  In order to continue to be able to carry out these procedures going forward, individuals will need to submit their application under the new scheme by 28 February 2025.  A fee is also payable.  Once received, the application will be assessed and processed.  Applicants will then be notified of the outcome.

Completed application forms should be returned to licensing@torfaen.gov.uk or alternatively by post to the Licensing Team, Torfaen County Borough Council, Civic Centre, Pontypool, NP4 6YB.
